Resumen
The work addresses the need to improve the management of trees at risk in the Corporación Autónoma Regional de Cundinamarca (CAR), proposing a new procedure for trees at risk, which optimizes the efficiency and agility of the Special Forestry Permit (PFE). Through the review of existing national regulations, the identification of delays in the current procedure, the coordination of competencies between entities and the development of a specific protocol for trees at risk, the aim is to clarify and strengthen the process. The proposal includes the creation of formats and forms for the efficient capture of information in the field, with the objective of simplifying procedures, reducing waiting times and guaranteeing compliance with legal and environmental regulations, thus contributing to more responsible and sustainable forest management in the region.
The proposed procedure streamlines forest management through the application of special forestry permits with modifications focused on trees at risk. New formats and the Emergency Act are introduced, allowing immediate logging under certain conditions, a situation that is not present in the current method. It is proposed to advance in the forest management system, promoting interaction with the municipal councils to evaluate trees and improve coordination.
The proposed approach seeks to strengthen the participation of foresters in environmental evaluations of isolated trees at risk, promoting their integration to contribute to the sustainable management of natural resources. The importance of considering external factors and climatic conditions in risk assessment is emphasized, recommending a comprehensive evaluation of the tree and its environment to determine appropriate measures.
