Resumen
This report describes the research process conducted in the research internship entitled "the hegemonic and the Alternative in speeches, subjects and Practices in Education Policy for Children in Bogotá 2004 - 2015", developed in the framework of the investigation "Hegemony and alternatives in education policies for children in Colombia: subjects, discourses and practices 1982 - 2015 "; which allowed an approach to the subjects, discourses and practices that have managed, executed and led the education policy for children, showing the hegemonic, the alternative and the tensions that exist during pregnancy and implementation of education policies for children in the period 2004 - 2015. in this research advances are revealed in the development of educational policies in the Capital District, in favor of a comprehensive early childhood care, who take education as a fundamental right and children as subject rights; therefore seeks its universalization and quality for the entire population. In this context it is observed as education policies for early childhood, in their quest for universal right, it has generated alternative proposals that are born within and outside hegemonic structures amending speeches, subjects and practices of educational processes made in Colombia. However, there are limitations as to the implementation of policies both in budget and in the assessment and verification processes to ensure quality education and as a fundamental right.
