Resumen
The Sanitation and Discharge Management Plan (PSMV) of the municipality of Facatativá establishes the formulation of the Master Sewer Plan as one of the priority activities to be developed in the second semester, counted after its update. As announced, it becomes imperative to formulate the Master Sewer Plan to comply with the provisions established in the aforementioned PSMV. In this way, the Municipal Administration of Facatativá contemplates in its Development Plan 2020-2024 "FACATATÍVA CORRECTA UN PROPOSITO COMUN" IN REGARD TO PROGRAM 10. FACATATIVÁ ORDERED AND FUNCTIONAL TO LIVE WELL: TERRITORY, HOUSING AND PUBLIC SERVICES, specifically in SUBPROGRAM 10.3 EFFICIENT PUBLIC SERVICES: WATER SUPPLY, SEWERAGE, AND WASTE MANAGEMENT, whose objective is to comply with the parameters of biochemical oxygen demand (BOD5) and total suspended solids (TSS) with a concentration of 70 mg/L, going from 0 to 70, and has set the goal MP234: To comply with 100% of the Sanitation and Discharge Management Plan of the rural sector. It also aims to ensure that the population of Facatativá has the proper conditions to grow, develop, live, and coexist well, within the framework of a harmonious, orderly, inclusive, and thriving territory, which offers us opportunities and which we must care for with a deep sense of belonging and identity, choosing water as a fundamental axis of life and development. The Secretary of Agricultural and Environmental Development is the department that has the mission to lead the sectoral policy at the municipal level in the process of coordination, planning, formulation, and execution of policies, strategies, programs, and projects for the environmental sector of the Municipality, ensuring sustainable development based on principles of equity and participation. Therefore, the optimization of the environmental sector was contemplated in the development plan "in the axis, Harmonious and Sustainable Facatativá." In compliance with the above, the Secretary of Agricultural and Environmental Development identified the need to carry out studies for an individual solution for the Los Andes 11 and El Triángulo sectors to optimize the physical and technical conditions of the existing sewer infrastructure, achieving its functionality and thus providing a more efficient service to users. At present there are inefficient sewage systems, therefore, the housing and commercial units make their direct discharge into septic tanks and bodies of water formed by runoff from each of the sites, presenting a direct contamination to the soil and water sources of the sectors. Additionally, the municipality does not have any type of dumping permit for the settlements.
