Territorial Planning Instruments (TPIs) serve as the primary guide for the management and development of land use in various municipalities across the country. However, the formulation and application of different TPIs in a territory without proper harmonization of their scopes can lead to inconsistencies due to a lack of coordination and compatibility among them. This work focuses on analyzing conflicts between municipal TPIs in the Coello River watershed, located in Tolima, and the Plan for Ordering and Management of the Coello River Watershed. These conflicts revolve around the protection and use of the Coello River, which has different forms of legal conservation. Using data collected from local entities, environmental authorities, and the population, we have created a cartographic representation identifying areas with inconsistencies in TPIs through a color-coded system highlighting issues related to land use. We have also conducted a socio-economic analysis of the actors involved in water resource management and proposed future scenarios for territorial planning to address land use conflicts and water management in the region. Our findings emphasize the need to update information and improve communication among different TPIs. They also underscore the importance of a prospective vision for the territory, the involvement of local actors, and strengthening territorial planning to achieve effective water resource management in line with an efficient land governance policy.
