In this study, a diagnosis of the current procedures was made in the documentary management unit of the Ministry of Justice and law with the aim of documenting these procedures and designing a proposal for improvement, specifically in the procedures for the filing and dispatch of documents through the analysis, characterization and study of the times of these procedures. The information was collected through interviews and personal consultations with the actors involved, in order to properly characterize the procedures. The search for the improvement proposal focused on the registration and dispatch procedures as these were the most relevant to the dependency by invulocating users both internal and external to the Ministry. Was selected to the officials most suited to perform the study, through the observation and determined the size of the sample according to the cycle time of each procedure. The procedures were divided into elements for the corresponding preparation of time recording formats. By means of the cumulative timing technique, the times were recorded in the previously designed formats, and the observed times were found, which were analyzed in the formats suggested by the International Labour Organization, to calculate the standard times of the procedures. For the document filing procedure, a movement study was carried out using bimanual diagrams in which a more efficient method of performing this task was found. Through the daily demand statistics, the standard times obtained and the proposal for improvement in the procedures, a reduction in cycle times and a reduction in the number of officials involved in the procedures were achieved, resulting in significant savings of time and money for the state entity.
