Resumen
The present undergraduate thesis, entitled “Analysis of the impact of economic utilization instruments in terms of access and equity of public space, within the right to the city in the locality of La Candelaria, Bogotá D.C., during the period 2022–2023”, critically examines the implementation of the Bogotá a Cielo Abierto (BACA) strategy and other mechanisms of economic utilization of public space in the city’s historic center. Based on theoretical frameworks regarding the right to the city, spatial justice, and universal accessibility, a mixed methodology was designed that integrated cartographic analysis using Geographic Information Systems, urban indicators of public space and walkability, as well as social perception surveys conducted with residents, merchants, passersby, and tourists. The findings reveal that the strategy was primarily concentrated in areas of high tourist and commercial interest, which contributed to revitalizing the local economy but also generated tensions related to equity in access, coexistence with socio-environmental issues (insecurity, waste management, and unauthorized occupation), and the de facto privatization of collective-use spaces. Although La Candelaria reports higher per capita public space indicators than the city average, the high density of interventions in key corridors undermined universal accessibility and restricted non-commercial social uses, particularly for vulnerable groups. The study concludes that the right to the city in this locality emerges as a contested field between economic, touristic, and community interests, highlighting the need to strengthen citizen participation, incorporate spatial equity criteria into urban planning, and promote public policies that balance economic utilization with the guarantee of inclusive, accessible, and equitable public space for all inhabitants.
