The image contains news about the extinction of slavery throughout the province, in which agreements were made with various propositions and explanations that are necessary for the execution, one of these is that they had to be notified to the heads of the canton, as well same to the parish districts by the mayor, in which the owners of the slaves and the slaves had to be present, on the other hand the list must be presented with their respective valued value being this in an equitable manner, the owners of the slaves or holders of the bills that the debts contracted by the income of the manumissions would arise and that could not be fully covered. La imagen contiene una noticia acerca la extinción de la esclavitud en toda la provincia, en el cual se realizaron acuerdos de varias proposiciones y explicaciones que son necesarias para la ejecución, una de estas es que debían ser notificadas a las cabeceras del cantón, así mismo a los distritos parroquiales por el alcalde, en la cual debían estar presente los dueños de los esclavos y los esclavos, por otro lado se debe presentar el listado con su respectivo valor avaluado siendo este de manera equitativa, se debe garantizar a los dueños de los esclavos o tenedores de los billetes que las deudas contraídas por la renta de las manumisiones tendrían lugar y que no podrían ser cubiertas íntegramente.
