Resumen
The degree work articulates the new concepts in terms of sensitivity and human development experienced by the author in the Specialization in Human Development with Emphasis on Affective Processes and Creativity with the policy and development routes of Human Talent according to the Model Integrated Planning and Management (MIPG), of the Administrative Department of Public Administration (DAFP) applied to the Special Administrative Unit DIAN to develop the competence "Customer Service Orientation" mainly in its component "dimension of being". For this, a program is designed that includes innovative workshops as a strategy capable of reaching the “being” to facilitate the transformation of the human talent of the U.A.E. DIAN in order to make them more sensitive and empathetic to the needs and expectations of the client citizen and thus contribute to a quality service to bring citizens closer by facilitating the voluntary fulfillment of their Tax, Customs and exchange obligations.
