The cities and their historical development are the expression, by antonomasia, of the very development of a Culture or set of Cultures; Such a hypothesis is found, at any moment in Universal History, proper to our Western Culture, as in the historical development of other cultures that once existed and lived the same life cycle that lives ours.However, it is opportune to take a retrospective look at the development of our cities and that of our culture, because at the moment this (The Western Culture) is the only one that can develop until its last vital age (The Decadence and its subsequent anchylosement) Because it has succeeded in reducing the other cultures, even adding them to the same vital dynamics that it lives, an issue that, as we shall see, is even more damaging. In the same way, cities allow us to identify such development and, being the very expression of it, are the main reflection scenario that must be occupied in order to establish whether it is possible today or not to create a Systems of Relationships that break with the development itself Has had the Culture. Thus, in this concern, opinions emerge, and more than opinions, postures in front of what seems to be a problem that occupies the man of today and is the problem of his future and that of the society he builds; The above, in that eagerness marked by the existential character that has presented the social scientific sphere and the object of study of these.
