Resumen
This one is an article of study of case about the management tools and interaction with the public institutions and of approximation with the young population, developed in the District University Francisco Jose of Caldas in the year 2017. Methodology: a mixed method develops with a qualitative component by means of interviews semistructured to actors involved in topics of youth, technology and public administration. The quantitative component develops by means of a questionnaire of 36 questions applied to 417 young women linked to the processes advanced by the administration for this population sector. Results: In the analysis three excellent factors are distinguished; The cost-benefit, the cultural resistance and the conditions of state contracting, as the existence of political will and the bureaucratic requirements for the implementation associated with the cost benefits. In addition, the factors of accessibility, safety, design, usability, investment and human management considered average to be like highly important with 90 % of positive perception in the surveys. Conclusion: The factors of accessibility, safety, design, usability, investment and management humanizes, they are synergics and important for the success of the implementation of the virtual platforms. The relation cost-benefit, the culture, the political will and the bureaucratic requirements are additional factors that must be born in mind when the technological implementations develop with the governmental institutions. Limitations: The implementation of tools e - government is subject to the dispositions dictated by national laws that still are not updated to adopt technological systems in his processes. Originality: It reinforces the bases for the implementation of strategies of e-government in the local administrations with statistical support of high reliability.
