Caracterización de actores sociales de acuerdo a sus competencias en la gestión de la educación ambiental en el Departamento de Sucre en el período 2012 – 2017

In Colombia, in the year 2002, the National Policy Environmental Education - National Environmental System SINA, was legitimized, with its approval by the National Environmental Council as public policy; thus ratifying its decentralized, autonomous and participatory nature so that the different territorial entities (among them the departments), can advance in the consolidation and / or construction of their respective public policies according to the dynamics of the context. This is how the management of environmental education implies an important challenge, so that the social actors of the territory with competences and responsibilities in the environmental educational subject (governmental, non-governmental, civil society, community), generate participative technical-political spaces and dialogue, for to make decisions on the subject. The department of Sucre attending to this requirement in 2010, makes its first approaches with the Ministry of National Education - Environmental Education Program, for the accompaniment in the matter; and it is through the Project «introduction of the environmental education program to six new departments of the country», as a formative - investigative process was initiated with delegates from: Departmental Education Secretariat, Regional Autonomous Corporation of Sucre CARSUCRE, Utility Companies, National Service of Learning SENA, universities, teachers linked to School Environmental Project PRAE, among others. In development of this process, in 2015 the Interinstitutional Committee for Environmental Education (CIDEA) of Sucre, calls on the different actors and representatives of the territorial development sectors, and with the support of the ministries of National Education and Environment , they begin the process of formulating their policy guidelines. It is right at this moment, that it is opportune to make a contribution to the construction of this policy, making a recognition of the actors of environmental education in the territory, taking into account their competences and responsibilities in the educational, environmental, and environmental education, in order to contribute to the construction of a profile of social actors, linked to the different experiences in the subject, in the formal (PRAE), non-formal (Citizen and Community Projects of Environmental Education - PROCEDA) and informal . Likewise, the character of the institution was taken into account: private, public, mixed. The above, based on a descriptive methodology, which allowed to identify which actors represent the development sectors with greater participation with in that scenario, and from there, make reflections that contribute to the process of consolidation of the policy of environmental education of the department of Sucre.
