Urban agriculture has been taking a proactive role in caring for the environment because of agriculture is a practice of important influence in the relations of appropriation, governance, food sovereignty and environmental care; practice developed by different actors and in different spaces regarding the relationship of ownership, use and use of a place that is part of a territory and the relations that converge in that area. Developing urban agriculture projects on public use sites has been one of the most important interests in the communities, where they must consider the possibilities of use and the actors involved in their administration and care. In this context, there are not clear mechanisms that enable agreements on public-use land for urban agriculture, however there are initiatives of this type that can be supported to facilitate the connection between the actors involved, avoiding possible conflicts. On the other hand, urban Agriculture as an alternative of sustainable local development, requires strategies that facilitate the execution and permanence in spaces where transitory uses converge and those are part of the territory inhabited by communities with interest to actively participate with government actions converting possible territories from agriculture urban. An institutional management model is proposed to facilitate the practices of urban agriculture on public sites, taking as a case study, the sector of Ciudad Bolivar located in Bogotá - Colombia, being a model that can be useful in other locations with different administrative institutions of public use properties in the city.
