«Análisis del concepto de desarrollo en un instrumento de planificación y gestión. el caso del plan de desarrollo del municipio de Soacha 2016-2019: “Juntos Formando Ciudad”»

Abstract

This degree work was carried out with the purpose of conducting a content analysis and an analysis of the discourse within the framework of the development concept of the Soacha Development Plan 2016 - 2019: "together forming a city". This management tool involves all the parameters and strategies related to the satisfaction of the needs of the Soachuna population, which increases the number of people over the years. These strategies must be capable of achieving and maintaining economic, social and environmental stability, with an emphasis on the context of the municipality. That is why it is considered important to make a critical reading of the Municipal Development Plan, focusing the research towards the most relevant development concept within the plan, to understand the vision and position of the current Soacha government. Initially, in order to carry out this research, the socio-political and economic context enjoyed by the municipality of Soacha, which is characterized by having a great cultural wealth and housing a large population with approximately 472,138 people and its continued growth, must be determined. it averages 4.6% intercensal. In order to provide stability and good living conditions to such an abundant community, it is necessary to design a management tool that is in accordance with the needs that the Soachuna demand, be inclusive and ensure the welfare of the population. All these characteristics depend on the notion that the Governor has of the concept of development, be it economic, sustainable or human. Through the methodology - content analysis and discourse analysis - it was possible to determine how the concept of development was included in the Municipal Development Plan, yielding results of a human nature, that although it is predominant within said plan, the economic concepts and sustainable are present through this management tool to a lesser extent. This research demonstrates the social and human background that the mayor has to fulfill in the economic, environmental and cultural aspects of the Soacha community
