Análisis bajo un enfoque sustentable del riesgo por inundaciones en sistemas fluviales: “Río Tunjuelo” (Bogotá, Colombia)

The objective of this research was to build a local land-use planning methodology under a sustainable approach based on the analysis of the risk of flooding in river systems: case study "Tunjuelo River" (Bogotá, Colombia); framed in environmental, economic, social and institutional benefits, immersed pillars of sustainable development. On the other hand, categories such as land use planning, risk management associated with river systems, land use and decision-making in the face of extreme climatic events were taken into account, as together they contribute to providing an alternative solution to the town of Tunjuelito, considering the floods that have been evident for over 30 years. In accordance with the above, a characterization of the occupation of the territory was carried out first in a section previously selecting five neighborhoods, taking into account the years in which the study was carried out: 1985 to 2017. Then a methodological proposal of local territorial planning was built under a sustainable approach to decision-making in the face of extreme climatic events based on previously identified criteria, this was applied in three neighborhoods, called: Tunjuelito, Abraham Lincoln and San Benito. Finally, this proposal was validated in two other neighborhoods, called: Isla del Sol and Nuevo Muzú. The results achieved with this research are: i) characterize from the point of view of land uses the UPZ made up of five neighborhoods, where the type of use “non-horizontal property” predominates, the flood zones were identified that constitute a threat for the population. ii) a methodology is consolidated to develop a local territorial planning under the sustainable approach that includes four components: normativity (legal norms related to territorial planning), hydroclimatic, sustainability and risk management. Finally, the plan of territorial planning includes three sections: general framework, urban context and executable programs and as a result achieved the methodology was validated.
