This research developed an environmental diagnostic study showed an urban wetland biotic state of the El Cortez, the perception of the communities surrounding neighborhoods and planning instruments against management. This characterization showed a basis of the state of this ecosystem line and some urban planning guidelines were proposed wetland. To do this, a search was made of cartographic information in a period of close to 50 years ago to the present time period, obtaining a spatiotemporal analysis transformation of urban wetland; turn from structured surveys, a social diagnosis with the community on the perception was conducted, sense of belonging and ecosystem transformation. For its part, the characterization of the biophysical and water component was developed through inventories in terrestrial and aquatic vegetation, birds, reptiles, amphibians, mammals; as well as samples with chemical and microbiological parameters of water. While the analysis on the implementation of urban planning instruments, was through review of environmental regulations and the municipal system, compared to the actual actions to protect and restore wetland El Cortez, taking into account environmental issues in the context of development of the municipality of Sogamoso (Boyacá). Thus it was concluded that the actions of drying and filling of flood areas gave way to change land use developments, agricultural activities, presence of exotic and invasive species, soil compaction, homogenizing plant cover, biodiversity loss and change water regulation in the wetland; generating a high state of deterioration with altered structure, composition and function of the wetland, reflecting the transformation of ecological processes are closely linked to decreased generation of ecosystem services. This problem should guide management, especially when in the POT (plan to order the territory), it is considered the El Cortez as an important wetland protection area for its natural elements and making the rounds of broken and supplying areas of the river basin Monquirá.
