This report analyzes the role of the Sociedad de Activos Especiales (SAE) S.A.S. in land governance and its contributions to agrarian reform in Colombia, focusing on the departments of Córdoba, Meta, Sucre, and Bolívar. It examines the management of rural properties confiscated by the SAE and their transfer to the National Land Agency (ANT), with the goal of redistributing them among farmers, victims of the armed conflict, and ethnic communities. Among the main challenges identified are land fragmentation, a lack of inter-institutional coordination, and legal and agronomic limitations, factors that affect the efficiency of land allocation. However, through case studies and database analysis, progress is evident in the delivery of hectares, contributing to the achievement of the goal established for 2024, as well as the obstacles that persist in this process. In addition, specific examples are presented of allocated lands that have allowed the development of productive projects, favoring rural development and the consolidation of peace in regions affected by the armed conflict.
