Propuesta de cultura ciudadana: una aproximación al “modelo de aprovechamiento la basura no es basura” Bogotá 2021-2028

This proposal suggests alternatives to empower citizen culture in order to strengthen the Circular Economy. Initially, a critical description of the document “Modelo de Aprovechamiento: La Basura No Es Basura” is made, in which the concepts, programs, projects, and actions to be executed are analyzed. Specifically, a parallel is drawn between the “Bogotá Humana 2012-2016” with its “Basura Cero” program, “Bogotá Mejor Para Todos 2016-2020”, “Cultura Ciudadana Para El Manejo De Residuos Sólidos”, and “Bogotá 2020-2023”, with the “Modelo De Aprovechamiento” “La Basura No Es Basura”. Each of these approaches emphasizes strategic points to guide citizens toward the transformation of habits, customs, and attitudes. Regarding the document under investigation, a qualitative analysis is conducted to assess its weaknesses, strengths, threats, and opportunities, as proposed by the Unidad Administrativa Especial de Servicios Públicos (UAESP). Based on this information, three strategic pillars are proposed: (i) Culture of the Common Good: Promoting values and practices that benefit the community at large. (ii) Waste Utilization: Considering proper waste management as a choice that can result in gains or losses y, (iii) Citizen Participation: Encouraging active citizen involvement as a foundation for building a strong civic culture. Ultimately, this initiative aims to significantly change how society perceives and manages its waste, recognizing the importance of citizen culture as a key factor in strengthening the circular economy.
