The image contains a notice about Circular Number 26 in which it is disposed not to send vagrants to the Governor's Office, stipulating the following: There being no new towns to which to send the vagrants, nor the means to maintain them in those towns, and there being no vacancies in the Army, will you please not send to this Office, in the future, the individuals who are declared vagrants in that Department, and arrange what is convenient according to the laws, so that they may be arranged by the authority that has followed the trial of vagrancy, with persons from within or outside the Department, who give guarantees to society for their morality and love of order.
