Apoyo a la realización de planes de contingencia por evento específico en los parques: Embalse de Neusa, río Neusa y embalse el Hato

Abstract

The objective of this document is to prepare the emergency and contingency plan for the parks: Neusa reservoir forest reserve, Neusa river and el Hato reservoir, and to spatialise the areas of greatest vulnerability to the different threats in the parks under study. The information for the development of the project was obtained from field visits and previous studies of the CAR of the study areas. For the risk assessment, an adaptation of several methodologies was carried out, among them: UNE 150008EX, national natural parks, Resolution 004 of 2009 and criteria established in contingency plans previously prepared by the Corporación Autonoma Regional of Cundinamarca - CAR. The results were structured through risk scenarios, indicating the probability that the threat was triggered (Rating from 1 to 5) and susceptibility in three settings: Natural, human and socioeconomic; in addition to including the trigger factors of the threat, the consequences and the causes. Taking into account these scenarios it was possible to establish that the fire risk is one of the highest for the three parks, additionally, the environment that presented the highest levels of risk was the socioeconomic one (43.85%), followed by the human environment (36.86%) and finally the natural environment (19.29%). Otherwise, the assessment of risk from environments allowed to reduce the subjectivity in the rating and also allowed to formulate adequate measures to mitigate and prevent these risk scenarios through the strategic plan, elaborate and apply the procedures proposed in the operational plan and the institutions to which could be requested for support through the informatic plan.
