The image contains a news item about The Ordinance of December 22, 1853 establishes that the Governor of the province must request from the Provincial Treasurer the list of debtors of the Provincial Subsidy, which must be published in the official newspaper so that they pay in the month following. After this period, the Treasurer will inform the Governor about the payments made and who remains in debt. Failure to comply with this rule will result in a fine. The provincial board will form a list by parish district of debtors who have not paid. The auction of the total debt will be agreed upon, following certain instructions. It is required that the bids cover at least two-thirds of the amount of the debt. The auctioneers will be responsible for covering the difference if the auction is carried out for a smaller amount.
