Introduction: The management of any educational institution implies leading and establishing guidelines that conceptualize the different ways of thinking and acting in all administrative, pedagogical and community processes to achieve the effectiveness of the IEP. However, more than a leadership gift is required to unify all these directions; therefore, it is pertinent and necessary to create an organizational tool to complement and optimize institutional management processes. Methods: descriptive quantitative research, taking into account that data and concepts were collected with information obtained from the application of a closed survey. Transactional methodology since the data collection was done in a single moment and not experimental by the analysis of the variables. Results: The participation of 26 public and private educational institutions evidenced the managerial shortcomings faced by the directors for the creation or follow-up of the PEI. In this regard, there is a clear need to design an organizational tool that allows the monitoring of the processes and components required by the Ministry of National Education from educational institutions. Conclusions: Creation of the organizational tool called Rei-Men for the structuring and monitoring of Institutional Educational Projects to comply with the provisions of the Ministry of National Education.
