Line 141 is a telephone channel of the Colombian Family Welfare Institute that guides and advises minors. His interests range from speaking as a hobby, to reporting breaches. The attention is in charge of an interdisciplinary group known as General Agents and trained in professions such as psychology, law, social work and pedagogy. An analysis of the perceptions that these professionals have regarding the empowerment in rights of minors who communicate to Line 141 is proposed. As a problem, the fact that perceptions could be affected by communication processes arises. The research approach was qualitative. The following were analyzed: the semi-structured interviews applied to five of the general agents, as well as the current regulations and the institutional documents. A growing empowerment on the part of minors was evidenced, understood as active participation, search for help, open communication, interest in oneself, reporting violations, that is, citizen empowerment. It is recognized that the voices of minors were not directly accessed, hence perceptions are always spoken of.
