Resumen
The Regional Administrative and Planning Special Entity (RAP-E) is the first regional state-owned established in 2014, which has a territorial association scheme that promotes the impulse and articulation of social, cultural, environmental, and economic impact projects. These programs are developed according to the needs formulated by the entity and expressed by the community. As a control mechanism for public resources, it is necessary to monitor, control and evaluate their administration, as the objective is to maximize resources and optimize outcomes in the community of interest. This control process is carried out through the integrated planning and management model (MIPG), which is the document that contains all the policies, laws, and procedures for the proper use of the resources allocated, specifically in the dimension of evaluation and monitoring of institutions. This document brings together the annual measurement of the MIPG and stipulates the need for a tool that makes it possible to provide transparency to the input data and the output information, within the process management permanently. Given the conditions by the MIPG and the current control process in the entity, the proposal of the information management system is raised, seeking to satisfy the need of making the status of institutional processes known to any stakeholder (community, members of the entity, and control organization) with easy access to detailed and collected information, how the different processes are being carried out, the flow of information within the entity, performance measurement and risk management.
