Resumen
The Ministry of Mines and Energy of Colombia (MME), in order to meet the goals established at the level of social equity in the different national development plans (PND), seeks to provide electricity service to users who do not have the same Or failing that they have it in compliance with current legislation; In 2002, the national government created the FAER (Financial Support Fund for the Energization of the Rural Interconnected Areas) fund to expand coverage and satisfy the demand for energy in interconnected rural areas, in accordance with the Coverage expansion plans that will be structured by each of the Network Operators - OR; And in 2003 the PRONE (Standardization Program of Electrical Networks) to legalize users and adapt the networks to the current regulations, in subnormal neighborhoods, located in municipalities of the National Interconnected System, SIN; In order to achieve these objectives the Ministry makes different contracts with the network operators of the different regions and in these establish that once the project has been completed and energized, the MME will own the assets but the network operator will be in charge of the work Of administration, operation and maintenance of the same for a period between the date of delivery of work and signing of the act of energization, and the date of termination of the contract; To then generate the respective restitution of assets by the MME. Currently in Colombia there is no legislation related to the process of reimbursement of the assets of the built infrastructure; The decrees and laws governing the FAER and PRONE funds only establish ownership and responsibility over the assets and the execution of the resources, which is why this final report of the internship seeks to describe the development of a methodology for the restitution of Assets of the FAER and PRONE projects held between the Ministry of Mines and Energy and the different Network Operators existing in the country.
