Innovaciones técnicas y ajustes normativos para la implementación de la política pública de catastro con enfoque multipropósito en Colombia

Abstract

This project as Internship modality was carried out in the National Planning Department (DNP) in the entity's Territorial Planning and Development Directorate. The activities done in the frame of this project focused to present how was the impact of national policy of Multipurpose cadaster approach in the process of the implementation of these strategy in the country. Due the fact there is a lack of knowledge and diverse expectations regarding the meaning of the new Multipurpose Cadastre policy, perhaps caused by lack of interest, lack of information and wrong communication; in order to contribute to minimized this problems, four packages of products of the project were generated, which show aspects related to cadastral management processes, technical tools constructed according to the thematic, the mechanisms that have been adopted in order to promote its development and that common thread that presents the trajectory of the policy. Above all, there are improvements that have been made in the period of that implementation, recognizing the functionality of the strategies, methodologies and proposals that have been issued both from the normative side, as well as from the operational side of the policy, where the process of communication and joint work of the entities involved from the national government, the participation of the communities, as well as those international actors that have allowed the channels of financing focused to the processes to carried out and maintenance the cadaster multipurpose strategy. In addition, the methodology defined for this project will be showed, especially on how the development of each proposed stages was done and the results obtained, which thus give rise the conclusions, framed on shown the real state of the policy of Cadaster with a Multipurpose Approach, as to present the aspects related with the experience obtained during the internship, as well.
