Resumen
The following work addresses the issue of environmental liabilities that were caused by the cumulative environmental impacts in the implementation of a hydroelectric project exceeding 1000 megawatts in Colombia, for which each of the main phases is evaluated (construction, Operation, Closing and Abandonment) and a methodology that allows the identification of these is proposed. In the first chapter an identification of the environmental impacts generated in each of the environmental components is made and its subsequent evaluation to categorize those that can be considered cumulative impacts, for which the case study methodology is used. The second chapter identifies those cumulative environmental impacts that by their nature can be converted into medium and long-term environmental liabilities. In the third chapter, once the environmental liabilities generated by the cumulative impacts have been identified, the mitigation measures (compensation and remediation) are proposed, necessary to implement due to the impact on the environmental component and the costs that must be incurred. Finally, the methodological proposal for the identification of cumulative environmental liabilities one in hydroelectric power plants exceeding 1000 megawatts is proposed.
