Este acuerdo tiene como objetivo principal establecer un sistema de alumbrado público en la ciudad utilizando gas. Los fondos para financiar este proyecto provendrán de diferentes fuentes, incluyendo contribuciones de los ciudadanos, aportes del gobierno nacional y estatal, y los dividendos generados por las acciones que el municipio posee en la compañía de gas. Se detalla que la Junta de Comercio será la encargada de definir aspectos técnicos como la cantidad y tipo de lámparas, así como de establecer los precios que los ciudadanos deberán pagar por este servicio.
