Propuesta de una página web orientadora de proyectos para la gestión de la licitación pública

Abstract

The Public Tender is the set of rules that regulate all the procedures that are carried out so that the State entities can carry out their supply processes when they identify a need. According to article 3 of Law 80 of 1993, the purpose of public bidding is, "Public servants shall take into consideration that when entering into contracts and executing them, entities seek compliance with public fines, continuous and efficient provision of public services and the effectiveness of the rights and interests of the companies that collaborate with them in obtaining said fines.” (LEY_0080_1993, no date) In Bogotá, Colombia, we can specifically identify the Empresa de Acueducto y Alcantarillado de Bogotá with the Corporate Management System Maestro, as a company that offers bidding processes for civil works, consultations, inspections, sales and supplies. These bidding processes offered have a particular problem, the contractors that submit bids are mostly discarded because they do not meet the requirements established for public bidding and the specific agreement requests for each project, leaving as the only option almost always to the same contractors. Due to the foregoing, the need arises to create a proposal for a project-guiding website for the management of the public tender.
