Apoyo en la construcción, implementación y gestión de la prestación del servicio público domiciliario de aseo en la actividad de aprovechamiento en unidades residenciales y no residenciales abiertas en las que opera EMRS ESP

Abstract

Currently, Colombia manages a linear economy scheme of solid waste (acquisition, use, disposal), causing an inadequate treatment and / or final disposal that generates negative environmental, social and public health impacts, which should be left behind and adopt a comprehensive management that incorporates a circular economy related to the reduction, reuse and recycling of these. By Decree 596 of 2016, the public policy is established for the implementation of the scheme of the exploitation activity in the public cleaning service and the transitory regime for the formalization of the organizations of trade recyclers as companies that provide the public cleaning service in exploitation activity, where the obligation of users to present separated solid waste is established, the recycling service provider will be responsible for its collection, transport, classification and reincorporation to the production chains. The Environmental Association of Recyclers - EMRS ESP - in its formalization process as a company that provides the public cleaning service in the exploitation activity, seeks to consolidate the provision of its services with the macro and micro routes of collection and transport of usable solid waste within the framework of the sixth phase of formalization, improving the quality of life of trade recyclers and guaranteeing decent work in efficient conditions that contribute to the sustainability of the city. Therefore, in this document, the support and strengthening of the provision of the cleaning service is carried out, through the consolidation of an operational strategy in the provision of the service in open residential and non-residential units, awareness of separation at the source, micro-routes design and quality assurance in the comprehensiveness of the public service.
