Resumen
The general objective of this project was to formulate the elements of a program, which includes project profiles focused on business compliance that is currently in place with respect to Resolution 2246 of 2017, through which the establishes the multi-criteria methodology to address management indicators in terms of related to Selective Collection and Environmental Waste Management Systems (SRS) batteries and / or accumulators. Initially, the ANLA was consulted for the list of companies that have an SRS batteries and / or accumulators approved through a permissive file, obtaining a total of 28 companies, with which a matrix was prepared that contains the aspects to be qualify by indicator, for the 2 years of follow-up 2018 and 2019, likewise, in a simultaneously, 80 surveys were applied to consumers of this type of products and 6 interviews with marketing companies of the same. Starting from the problems identified by each actor in the previous stage, a structural matrix was developed to prioritization of problems, in order to determine the critical problem as well as the 3 following problems and with these, the elements of 2 project profiles were formulated, framed in a program that addresses the environmental problem represented by the inadequate disposal of waste batteries and / or accumulators. As a result, it was first obtained that only 2 companies that have a SRS of batteries and / or accumulators, comply with the provisions of Resolution 2246 of 2017, the other companies failed to reach the minimum stipulated that corresponds to a value of 70 points; As analyzed, this due to the lack of adequate presentation of the supports and annexes requested by the regulations. In addition to the above, as a result it was analyzed that only 8.75% of the total consumers surveyed, separate from their homes used batteries, even so considering this type of waste as dangerous. Of the same Thus, the insufficiency of the collection points for used batteries was observed, since the 35% of consumers surveyed have only observed 1 point of this type close to of their places of residence and 43.75% have not seen any nearby point. On the part of the trading companies, agreed on the difficulty of complying with 100% of the indicators established in the Resolution, the lack of adequate feedback from of the ANLA and the disorientation they have regarding the subject. Finally, it was determined that the critical problem that arose from the diagnosis made, is the insufficiency of points of collection of waste batteries nationwide. Based on the above, a program containing the main elements of 2 project profiles, titled “Separation and selective delivery of used batteries through the installation of collection in the city of Bogotá ”and“ Training of Resolution 2246 of 2017 ”, thesein order to act on the problems identified.
