Resumen
The resource of water in society is important for the satisfaction and adequate provision of aqueduct service, covering the basic vital needs of man such as feeding, taking care of oneself, the production and use of this for different industries, among other activities that allow the subsistence and development of this. Despite this, not all departments and municipalities have the legal, financial and economic scope to achieve the activities corresponding to the service or resource. Bogotá approximately 15 to 20 years ago, has been responsible for the sale of water in block to municipalities near the capital, including Cajicá, Chía, Funza, Madrid, Mosquera, Sopó, Tocancipá and La Calera. Taking into account that the water consumed by Bogota is from the páramos of Chingaza, Guerrero and Sumapaz, for which the Bogotá Aqueduct and Sewerage Company captures, stores, treats and distributes; through reservoirs, treatment plants and distribution networks. The comparative analysis to be raised of the rates and costs in the municipalities of Cajicá, Chía, Mosquera, Funza and Madrid, which buy water in block from the sewerage aqueduct company of Bogotá EAAB, recognizing the existing monopoly in the collection of water and the different processes, which allow to have the feasibility to sell the so-called water in block to different municipalities of the savannah of Bogotá. Bogotá supplies around 40 – 50% of the total water that each of these municipalities sells, so we come to the following unknowns: How will these municipalities survive in case Bogotá stops selling water en bloc?, Do the municipalities have any legal, economic and financial support in order to form a regional company for water treatment?; However, the provision of the service depends on the economy presented by the municipalities, thus guaranteeing their continuity and compliance with the existing demand and their projections; Through this research, the advantages and disadvantages will be recognized through a comparative analysis of costs with respect to the purchase of water in block, determining different variables on the rate and incidence of its purchase, in the costs evidenced in a period to 5 years. Taking into account the secondary information on the companies providing the aqueduct service in: Cajicá, Chía, Mosquera, Funza and Madrid, in addition to the information of the SUI, obtaining information about the service provided by the companies of these municipalities regarding the provision and knowledge of the costs and rates they pay to the providers.
