Abstract

Since the creation of the funds FSSRI (Solidarity Fund and Redistribution of Revenue) and FOES (Social Energy Fund), they have been administered by the Ministry of Mines and Energy, for which the procedures and instructions that must be complied with have been established. companies that provide public services (ESP), in order to guarantee the rights of the lowest income people in the country, in what has to do with the provision of the Electric Power service with quality and reliability standards at affordable prices for lower income users. Since 2012 the FSSRI fund has been immersed in a budget deficit due to the few contributions that are held in the fund, in addition to an inefficient process that is had to manage it, in search of solutions in this work proposals were prepared to get out of the budget deficit, in addition to the creation of a procedure for the administration of the fund, finding sources of contributions and optimization of processes, which will aim at a self-sustainable, effective and efficient fund.
