Abstract

The Social State of Law in Colombia, in order to satisfy the diverse needs of its population, has designed two ways to achieve this objective; the first established from the very capacities of the State and the second through the contracting of third parties, as follows: “the public contracting mechanisms, the MSMEs, whether national or foreign, can participate and provide a solution to the needs of the population” (Balcero, 2014 p. 9). Thus, although the 1991 constituent guarantees free competition and encourages business participation in terms of equal conditions, access for small and medium-sized companies is limited by the extensive regulations that govern contracting processes, which, in themselves, they exclude these organizations and weaken their growth and development processes. In the legal field there is a defined standard that regulates contracting with the Capital District, currently there are more rigorous regulations such as Law 80 of 1993, which issues the general statute of public contracting, 1150 of 2007 and 1474 of 2011 Regarding transport infrastructure and other aspects, they are governed by Law 1682 of 2013 and by private law; Law 1508 of 2012, which establishes the legal regime of public-private associations (Balcero, 2014, p. 14) Similarly, Caicedo (2013) points out that these SMEs are banned from the major official postulates: the financial and experience requirements that are demanded of them in most bidding processes are inaccessible for them. There is no credit and financing policy for this conglomerate of companies, nor are official credits always paid in a complete manner. Once the panorama has been described and according to the regulations decreed by law, the participation of small and medium-sized companies is further limited by the technical and financial specifications available for their participation, since on many occasions these types of organizations do not have the appropriate resources to provide them. allow the preparation of budgets in accordance with the objectives of the bids, in this way, the budget program for project bidding aims to allow access to small companies and contractors, strengthening the design of economic offers in a formal way and with more successful results before the opportunity to execute an electrical or telecommunications project, promoting competitiveness, this element being one of the greatest challenges faced by micro, small and medium-sized companies in Colombia, since, if competitiveness is not taken into account in a world of diversity of markets, chances of survival or growth are reduced (EL TIEMPO, 2019). 2KINSE applies engineering in the design, development, implementation and maintenance of solutions for: electrical installations, interior and exterior lighting, electronic security and automation systems, telecommunications platform, among others, capitalizing on more than forty years of continuous practice and experience in the industry during its twelve years of existence. 2KINSE is a consolidated work team in electrical, electronic, computer and telecommunications engineering, committed to its application, in the scope of optimal functionality of the infrastructure and the protection of life and property. That is currently in continuous growth executing projects at the national level and with a view to stepping on foreign lands. This is where our budget program comes in, which has the intention of reducing times when preparing an economic offer for the execution of an electrical project, being assertive when assigning values ​​to the activities to be quoted, supplying databases , which will be of great help to the person in charge of directing the project, because it supplies quantities of materials necessary in the execution of the project followed by the required personnel and execution times. This is free access software, designed in Excel, easy to use and install on a conventional computer.
