This research project was conducted according to the “Assessment of Sustainable Production Policy for the Capital District and the identification of measures for reformulation” directed by the engineer Martha Isabel Mejia De Alba as a contribution to the work of the District Department of Environment (DDE) from the Environmental Business Management (EBM) program in updating the Policy. To comply with the objectives, the project was developed in five phases. The preliminary, aimed to review secondary information. Phase I, where the sample was defined and characterized under study. Consequently, a database of industries located in the Zonal Planning Unit (ZPU) 112 was requested, it was provided by the District Department of Health (DDH) therefore, the information was updated. In phase II two tools of measurement were designed: one to find progress in environmental management and another for the level of compliance with environmental regulations. According to the finding of reliability, it was recognized that the tool measuring progress yielded confirmatory results, so it could be used as a proposal to categorize, qualitatively and quantitatively, to industries on the issue of environmental management or allow continuous improvement in this aspect. A meeting with representatives of the companies was carried out, was a visit to the companies that were unable to attend and the survey was conducted. Therefore, DDH, DDE, Ministry of Environment and Ministry of Mines were places visited, here, records were consulted and doubts of regulation aspects were clarified. Within results highlight it is generally considered to industries that do have Environmental Management System (EMS) have a superior advance in environmental management industries that the ones that don’t have it. It also notes that in the environmental area has no suitable professionals and exclusively devoted to this topic; they have not developed life cycle analysis into the industries, for different reasons; It not yet is done successfully operational performance assessment and management through indicators. Regarding the level of compliance was found that both companies with EMS as not, are medium to high, but only a very small percentage meet one hundred percent of standards evaluated. Is a worrying situation the lacking of information or tools available for measuring the level of regulatory compliance. On the other hand, there is the perception that an EMS contributes significantly to meeting the legal requirements manner, so improving dissemination strategies of outreach program EBM companies is essential. Finally, into phase III, improvement measures were formulated on the issue of environmental management and compliance.
