Abstract

In the infrastructure engineering sector, and in particular, in the sector dedicated to the construction of aqueduct and sewerage networks, there is a daily difficulty in the development of projects for contractor companies of service providers such as case of the Aqueduct and Sewerage Company of Bogotá - ESP, hereinafter EAAB-ESP, which due to recurring circumstances in its projects, usually require modifications that must be made during the development of the project, directly impacting the baselines of physical scope, cost and execution time of civil works. From a background review within the context of projects in this sector, the direct relationship between the design phase and the execution phase that causes most of these modifications in question is evidenced, and in this way, the focus is on this document in proposing the best alternative that solves or mitigates most of these modifications, directly from the design phase. This is achieved from the analysis carried out and presented below in the technical, administrative, financial and environmental spheres, which includes, among other factors, the regulations of different control entities and those of the EAAB-ESP, where the input information with greater reality to the field conditions, which have been amortized only by the contractors, without having an alternative to alleviate said changes, and in this way, it is how it is intended to build a Company that provides the design control service to apply in the pre-contractual stage, thus minimizing the risks due to modifications in each of the baselines that make it up.
