Resumen
This thesis aims to design a strategic model for the monitoring and control of Information and Communication Technology (ICT) projects in the justice sector, using the Balanced Scorecard (BSC) approach. Within the context of the Attorney General’s Office of Colombia (fiscalía general de la Nación, FGN), the proposed model seeks to address critical challenges related to strategic alignment, transparency, and sustainability in ICT project management. The objective is to ensure that such projects align with institutional goals and contribute to the organization’s mission and vision. The methodology is based on the Design Science Research (DSR) framework to adapt the BSC to the specific needs of ICT projects in public sector environments. The model incorporates four perspectives: Financial, Customer, Internal Processes, and Learning and Growth. Each perspective is associated with key performance indicators (KPIs) that enable detailed project monitoring, facilitate informed decision-making, and support accountability to both internal and external stakeholders. As a result, the model is expected to foster more efficient project management aligned with the strategic priorities of the institution. Furthermore, this thesis provides a solid foundation for future research and practical applications in other public sector entities. The model's contribution lies in its potential to enhance sustainability and innovation capacity in ICT project management within the public sector, promoting more efficient use of resources and greater impact on end users.
