Resumen
The present study deals with the plan of development of Bogota in the period from 2012-2016, specifically focuses on the analysis and evaluation of the sectoral plan of education of the ‘’Bogota Humana” 2012-2016. The development plans were institutionalized by the constitution of 1991 and in consequence all the governments of local order, regional and national are forced to present a plan of development that is finally in the letter of navigation for the period to govern. The sectorial development plan of education that was analyzed is comprised by plans, programmers and projects that are presented as a component of one of the three axes of the general development plan, it is complex to identify the programmers and projects related to education. To establish clarity in analysis and evaluation of the policies of education in the sectoral education plan proposed two elements of reference as the fundamental axes of research: one is the speech for three times and the other element are the plans and programs that are presented by the plans as goals and which can identify fourteen in total for this sector Initially approach to the definition of public policies, plans and development is done, then enter in the work itself said that it is the analysis of the discourse built policies of the sectoral plan of education of the “Bogota Humana” as to know the scope , limitations and achievements of the sector plan for education during the four year period 2012-2016. The study ends with some conclusions about the characteristics of the speech as of the sectoral education plan.
