Abstract

In Colombia, countless constructions are created on a daily basis, which tend to vary according to their area, location, structural or architectural specifications, and other characteristics. For this reason, it is imperative to estimate values that can help to define the price of the property under study. This value, known as real estate appraisal, is mainly based on executing a diagnosis formed by a complete investigation in the real estate market, where an adequate value is presented according to the expectations of the client and the possible potential buyers, in order to offer a real estate property for sale. The project was carried out in two stages, the first stage refers to the support provided in the determination of the Property Valuation Index (IVP); This index is used as the basis for the National Council of Economic and Social Policy (CONPES), to determine the concept by which the National Government issues an annual Decree, through which it determines the readjustment of the variation rate for cadastral appraisals throughout the Colombian territory, with the exception of Bogota. For the national territory, the Property Valuation Index - IVP, is of great importance, since the calculation of this index has a direct relationship with the determination of the tax levied on real estate throughout the Colombian territory, i.e. the property tax, since the readjustment of the appraisals on which this tax is calculated year by year has as one of its main bases the Property Valuation Index. On the other hand, the next stage was based on the delegated support for the generation of base valuation reports for real estate acquisition processes with the objectives set forth by the Special Administrative Unit of the Civil Aeronautics.
