Análisis de la participación ciudadana en la defensa de los Cerros Orientales en el caso el Bagazal en la Localidad de Chapinero (2015-2017)

This work deals with the way in which the defense of the eastern hills has been developed in the case of the illegal constructions of the "Bagazal" located in Chapinero. These are an urban project of stratum six that impacts the eastern hills of Bogotá and that since 2015 has been subject to actions of social organizations in defense of the territory. In the development of the process, a theoretical framework is structured to identify the starting point that will be taken into account for the analysis of the actions undertaken by the actors in the territory. Framing two main axes, one of them is the analysis of the actions (legal, administrative and functional) executed for the defense of the “Bagazal”. On the other hand, a methodology based on stakeholder analysis (SA) is proposed, which qualifies the interest, the position and the influence on the project. The study is carried out with four actors Corporación Autónoma Regional de Cundinamarca (CAR), Local Mayor of Chapinero, District Secretary of Environment and friends from the mountain and other social organizations. These were the subject of a participatory analysis, resulting in 40 actions in defense of the territory during the test period. After the stakeholder analysis, it was indicated that the actor with the greatest influence and interest is the (CAR) followed by friends from the mountain. This method serves as a tool for socio-environmental management. Also, it contributes to the decision-making and design of relationship strategies for the viability of Government-Community.
