Análisis de la informalidad predial en Tausa Cundinamarca para el año 2023: Problemática y estrategias para la formalización social de la propiedad

Property informality in Tausa, Cundinamarca, emerges as a complex phenomenon that, although reflecting global issues, manifests uniquely in this specific region. This undergraduate project aims to delve deeply into the nature of this problem, aiming to collect and analyze data between the period 2022 – 2023 within the framework of the latest cadastral update carried out by the "Cadastral Agency of Cundinamarca (A.C.C)" and its cadastral operator, the "Temporary Union Cadastral Cundinamarca (UT)". The urgency of this research is grounded in the recognition of the growing informality in land tenure nationally, according to the records of the National Administrative Department of Statistics (DANE) and the field data collected by the authors. Identifying that this phenomenon intensifies in rural areas, and Tausa is no exception, as evidenced during the fieldwork conducted in the last cadastral update. The widespread ignorance in the community about the meaning and implications of having an informal property adds a layer of complexity to this issue. The underlying causes of this informality are multifaceted. From the lack of regularization of property titles to the absence of adequate territorial planning, and the lack of information and guidance from local authorities, a complex fabric is established that favors the proliferation of informality. The presence of conflicts and disputes over land among owners, possessors, and occupants has contributed to the negative evolution of this problem, exacerbated by the lack of effective measures to address it. This project not only seeks to understand the present situation but also to anticipate future negative effects for the inhabitants of Tausa. Therefore, addressing this issue comprehensively is seen as imperative. The implementation of effective strategies, such as an action plan, is perceived as an essential means for the social formalization of property and improving the living conditions of the population in this region.
