Within the Electrical Engineering there is an application field known as certification, which is aimed at assessing the correct state and operation of the electrical networks and installations, the function of these is to supply the power supply and energy supply in the different sectors and processes of the economy as the residential, industrial, commercial sector and those derived from them. In addition to assessing the condition and operation, it also aims to identify possible risks, bad practices or unsafe actions that affect the safety and integrity of people and equipment. This certification is based on the Technical Regulations of Electrical Installations (RETIE) and must be carried out by a professional in the electrical sector who has chosen to perform the evaluation and training to be a RETIE certifier and / or inspector. Currently, this exam is carried out by higher education institutions that provide within their academic programs Electrical Engineering and are endorsed by the Ministry of Mines and Energy, professionals can be electrical or electrical engineers, electromechanical engineers and engineers in distribution and electrical networks. It is worth mentioning that during the evaluation process a theoretical component (evaluated with the presentation of an ICFES face-to-face exam) and a practical component (evaluated in the field) are considered. Based on these characteristics of the certification process, the present project was directed towards the construction of a computational tool based on computer programming that allowed migrating from the use of paper to the use of current technologies and thus contributing to the environment, rationing energy, process optimization and ease of executing and evaluating part of the practical component so that within the computational tool called HCL UD VERSION 0. (Computational Work Tool District University) questions with visual help (images) were included. To date there is no knowledge or record of the development of a computational tool for the evaluation of RETIE skills.
