This degree work focuses on the analysis of compliance with the judicial orders issued by the Council of State in 2014, aimed at decontaminating the Bogotá River. Over a decade, the actions undertaken by municipalities and departmental entities have been evaluated in the light of the obligations set out in the judgment. The study emphasizes the role of the Comptroller’s Office of Cundinamarca, which, in carrying out the functions set forth in article 268 of the Constitution and in Ordinance 023 of 2001, has exercised fiscal control over the execution of resources intended for the implementation of the measures ordered. Through a detailed analysis of the investment reports submitted by municipalities using the F35 format, the use of public resources in the implementation of sanitation, protection and recovery projects for the Bogotá River basin is examined. The paper also highlights the limitations and challenges faced by local authorities in complying with court orders, pointing out the lack of significant progress in some cases and partial or minimal compliance in others.
