Resumen
The northeastern area of Sogamoso located in the department of Boyacá has traditionally made use of much of its soil for the exploitation of open clay for the production of clay brick and tile, preferably. These activities have led to a considerable increase in the deterioration of the landscape and environmental and visual pollution in recent years, as well as the geomorphological and geotechnical problems caused by the exploitation of clay and sand. Although POT 2000-2011 establishes the Pantanitos area as a "high threat zone corresponding to mass removal phenomena, areas of intensive exploitation of sands and clays with strong landscape impacts, erosion and trawling of significant volumes of material by the runoff waters. " The control of these phenomena by the municipal and departmental authorities has been very little as can be evidenced in the territory itself by the high environmental and landscape degradation. The inhabitants of the sector have not found any recommendation or regulation regarding their activity and settlement since according to the POT (2000-2011) says that the implementation of mining management plans should be required. POT (Mayor of Sogamoso, 2000). Although Colombia has been a pioneer in Latin America in developing a more holistic approach to the treatment of risks and disasters (World Bank, 2012), in areas such as Pantanitos, there is no up-to-date and reliable information to promote good land use practices in order to avoid that in the future the natural risks of this misuse and poor planning can generate not only costs of stabilization of the risks triggered but also loss of life and a delay in the development of the sidewalk and Township.
