Propuestade diseño y actualización de la información del proceso de evaluación y mejoramiento continúo del ideam, acorde a la reglamentación legal existente y a los lineamientos del MIPG V2

Abstract

The purpose of this work is to design a proposal for the restructuring of the Evaluation and Continuous Improvement process in the IDEAM that is in accordance with compliance of legal regulations, the transparent public management environment and the second version of the Integrated Model of Management (MIPG 2). The report is the result of work as an intern in the IDEAM Internal Control Office, which occurred between August and December of the year 2018.In the first part, formal aspects of the work are established as an introduction, objectives, problem, after that it is done a theoretical framework that contains all the normative and legal aspects that guided the development of the student's work. In the development of the project, first a diagnosis is made of the current status of the Internal Control System and its adaptation to MIPG v2, according to the FURAG II results; second it is specified about the work performed by the internal control office (third line of defense), in order to contribute to continuous improvement, according to the “internal auditor's roles”, part of the work done by the intern is also described and recommendations are made to improve the materialization of each role. Thirdly, we talk about the responsibilities that the remaining lines of defense must have, in the effective adaptation of the MIPG and risk management. Finally, the modifications, update and improvement proposal that all the documents associated with the IDEAM Evaluation and Continuous Improvement process were described.
