Currently, the Institute for Planning and Promotion of Energy Solutions for Non-Interconnected Zones – IPSE, within the framework of the Special Contribution Contracts – CEA, which it signs with the public utilities responsible for the Administration,Operation and Maintenance – AOM stages of energy solutions installed in Non-Interconnected Zones-ZNI, establishes under the regulations that, projects carried out by IPSE in Non-Interconnected Zones-ZNI are not subject to environmental licensing given the capacity of the energy installation. However, they are subject to control and monitoring by the environmental authority, therefore the preparation and submission of the Environmental Management Plan-LDP related to the stages of AOM is required, in order to ensure that the environmental authority conducts informed environmental monitoring and control activities. According to the foregoing, the public utilities responsible for the Administration, Operation and Maintenance-AOM of the energy solutions in the ZNI are obliged to submit the Environmental Management Plan-PMA, related to the stages described above and to the type of energy solution installed; additionally, the IPSE proposes the stage of replacement and integral management of systems and equipment at the end of their useful life, this because the greatest impact identified as a result of these activities is the management of the waste generated in these areas. However, it was found that some of the The companies providing public services do not have environmental professionals to prepare and submit the environmental management plan, owing to the companies' budget, human resources, technical and administrative capacity, among other aspects related to the provision of the service. For this reason, and in order to comply with the obligation established in the Special Contribution Contract-CEA, IPSE proposes the preparation of a guide for the presentation of the Environmental Management Plan-LDC by the operators of Administration, Operation and Maintenance-AOM and the replacement and comprehensive management of end-of-life systems and equipment in areas not covered by the Agreement. Interconectadas-ZNI, which serves as a standardized and homogeneous tool, so that the company operating the AOM stages can carry out the Environmental Management Plan-PMA in accordance with the guidelines established by the environmental agencies. In addition, it is necessary to take into account that within the WFP, the monitoring and follow-up plan is linked, which is subject to supervision by the environmental authority, through the Environmental Compliance Reports-ICA that must be submitted by the company operating the energy solution.
