Estrategias de mejoramiento al Plan de Gestión Integral de los Residuos Sólidos (PGIRS) del municipio de San Andrés

Abstract

The Colombian Ocean Commission (CCO), in its office of risk management and the National Technical Committee for the prevention of marine pollution are faced with great challenges to achieve sustainable development in these coastal regions, thus achieving the impact caused by anthropogenic agents decreases and is controllable. For this the CCO proposes a National Solid Waste Program that reaches the sea, applicable to the 49 municipalities, 4 archipelagos and 100 Islands that make up almost 50% of the Colombian territory. In this document, improvement strategies are proposed to the Integrated Solid Waste Management Plan (PGIRS) analyzing the solid waste management in the Municipality of San Andrés according to the Island's PGIRS updated in 2016; the above, taking into account the requirements required by resolution 754 of 2014, to evaluate by means of an excel tool, the compliance percentage in the formulated programs and determine which of these should be prioritized due to their low degree of execution. As a result of the application of the tool there is evidence of the need to favor programs for the use of solid waste, the inclusion of environmental reclaimers, special solid waste, and the cleaning of beaches and riparian zones. With the above, a strategy is formulated that allows the articulation of these programs for the improvement of their management in the coastal municipality of San Andrés; which is one of the three pilot municipalities proposed for the implementation of the National Solid Waste Program that reaches the sea.Then, as a strategy of improvement to the PGIRS of the municipality of San Andrés Islas, the fixed road points are proposed, to support the current management of solid waste that is carried out in the archipelago, strengthening environmental education and the integration of environmental recovery systems. trade for a better use of solid waste.
