Desarrollo de un visor geográfico web para la gestión de información generada en el marco del licenciamiento y seguimiento ambiental en Colombia

Abstract

In the procedures and processes for obtaining environmental licenses, as well as environmental monitoring, there is a strong interaction with geographic information, with its producers and users. Therefore, the Geomatics team of the Environmental Instruments, Permits and Procedures Subdirectorate - SIPTA, attached to the Ministry of Environment and Sustainable Development - MADS, have modified and consolidated the geographic storage data model, through Resolution 2182 of 23 December 2016, issued by the Ministry of the Environment and Sustainable Development. Currently, for the management of this type of project, the companies that carry out the structuring of environmental studies, consulting companies or companies requesting licenses, don´t have a tool that allows them to manage their geographic information in an appropriate way, and, in addition , allows them to carry out their operation with better quality geographic inputs, generating reprocesses in the operation due to the dismantling of the organization's work groups around geographic information. That is why the implementation of a web-oriented geographic viewer, based on free software technologies, allows in a more economical, secure, understandable and effective way, the validation of the information that has been generated in each of the studies. environmental and operational aspects of the project, work or activity, articulating the different work groups of each organization around geographic information.
