Environmental licensing in Colombia is currently regulated by decree 1076 of 2015, which attributes to the CAR (for sustainable development, local AA) the power to grant or deny environmental licenses to certain Projects, Works or Activities (PWA) of certain sectors, however, it is recognized that there is no standardization in environmental impact studies (EIS) by sector, and between one CAR or another; Nor is it evident that the obligation to evaluate a list of minimum impacts of the activities is included, therefore, their assessment is not consistent. Due to the above, the present work searches through a random sampling of EIS of applicants, and the Terms of Reference (TdR) of different Autonomous Corporations and sectors, also considering the General Methodology for the Preparation and Presentation of Environmental Studies –GMPPES (2018), generate a comparative analysis, which allows highlighting the sampled elements, common elements required by corporations, and those required by the GMPPES, thus achieving a standardization of TdR for use by CAR. In this technical instrument that is expected to be built, it is sought to also add the characterization of specific impacts that will be recognized from the analyzed sample of EIS together with the list of specific environmental impacts (LSEI).
To finally obtain a reference guide that serves officials and contractors, as a technical input when preparing or updating a TdR for projects, works or activities of exclusive competence for CAR, determine if there is a need to include new standardized categories of impacts (SCI), and propose the new categories that collect the missing information. In this way, contribute from the academy in the generation of tools that serve to strengthen the environmental licensing process, in order to adequately manage the management given to the use of natural resources.
