The accelerated detriment of nature from the industrial revolution, the search for the accelerated growth of economy, the validity and the strengthening of the capitalist ideology and the belief in an inexhaustible existence of natural resources promoted the articulation of the environmental dimension in the political sphere at a global level (UNESCO, 1983; Ministry of the Environment and Ministry of National Education, 2002). In Latin American and Colombian cases, environmental aspects of institutional planning have been recognized in a fragmented way (Bas and Herson, 1993 cited in García, 2004), so that environmental management has been constituted from a not very critical vision and It has focused on supporting (or not going against) the practices and modes of production typical of capitalist development, allowing irreparable modifications to he ecological structure. It is under this framework that a political and environmental dynamic is established for the capital. Bogotá as the capital of the country and representation of a centralized power (Reyes, 2009), has a state disposition to develop urban management from an architectural emphasis and political centralism (Zambrano, 2000), the city's administration fails to address and control environmental issues in a comprehensive manner (Preciado, 2005), being unable to face the complexity of urban reality. The political interests of the current government constantly redirect the environmental management implemented in the PDDs, which reveals a problem in the entities in charge of the formulation of the PDDs since they do not recognize that development and environmental management involve all types of actors, roles, scenarios and forms of interaction that go beyond the purely human and social, and involve the very life of the district territory. The methodology is based on the qualitative approach through content analysis and data mining of the PGA 2008-2038 and the PDDs presented as of 2008, in search of the proposed guidelines for district environmental management. The document contemplates in its development the polysemy of the concept of life from the critical analysis of the multiple meanings and related categories; from the latter, it inquires about the environmental dimension and the possible meanings of life sustained in the PGA, and also inquires about the political dimension, its relationship with the environmental dimension and the possible meanings of life, developed in the PDD corresponding to the periods 2008-2012, 2012-2016 and 2016-2020. The information will be systematized through documentary matrices, the results of which will provide a critique of the plans and will allow us to point out methodical elements for a more coherent implementation of the EMP in the DDPs. Finally, this methodology makes it possible to define and articulate the theoretical and methodical elements necessary to critically implement environmental management in the PDDs based on the incorporation of the concept of life, achieving the promotion of epistemological clarity as a basis for government policies on environmental issues.
