En esta circular, dirigida a los gobernadores provinciales, el Poder Ejecutivo aclara que los secretarios de los concejos municipales deben asumir las funciones que anteriormente eran responsabilidad de las juntas de manumisión, de sanidad, y otras entidades. Además, se establece que las rentas de manumisión deben contribuir al salario del secretario con un porcentaje del 1.5% estipulado en el artículo 18 del decreto del 27 de junio de 1828.
